In his book - The Enterprise and Scrum, Ken Schwaber introduces the book to it's readers that the book is for those who want to use Scrum throughout their enterprise for product development. If we analyze in more detail and the words I want to emphasize here are 'Product Development'. Scrum works well with product development companies than IT services organization. And more over in an IT / Software Services oriented organisation, the process is more or less driven by the client themselves. Hence most likely we end up following what customer is following.
